Wales doesn't have much motorway - it's mainly just the M4 - so the Welsh authorities always took the view that they'd let the market decide where service areas should go. The result is that the M4 in Wales has quite frequent small service areas, rather than the occasional huge ones in England, and that's probably no bad thing. If you need to stop you won't have to wait long.
