Junction 10 is the main access for Wolverhampton and Walsall, both of which are big places that generate lots of traffic. The junction was recently completely reconstructed, so now, instead of being a roundabout with traffic lights, it's a bigger roundabout with traffic lights that's a slightly different shape.
